Private users may only export the precursors referred to in Art. 3, para. 2, let. b and c, if the following conditions are met: a. they have acquired them legally; b. they have entered the following data into the information system referred to in Art. 21 prior to exportation: 1. their identity information, 2. information regarding the acquisition authorization or special authorization, 3. information regarding the precursor, 4. information regarding the export.

Upon request by the OFDF, they must prove that they have legally acquired the precursors and have completed the entry, and provide all relevant information.

Private Verwenderinnen dürfen Vorläuferstoffe nach Artikel 3 Absatz 2 Buchstaben b und c nur ausführen, wenn sie: a. die Vorläuferstoffe rechtmässig erworben haben; und b. vor der Ausfuhr die folgenden Angaben im Informationssystem nach Artikel 21 erfasst haben: 1. ihre Personalien, 2. Angaben zur Erwerbs- beziehungsweise Ausnahmebewilligung, 3. Angaben zum Vorläuferstoff, 4. Angaben zur Ausfuhr.

Auf Verlangen des BAZG müssen sie den rechtmässigen Erwerb und die Erfassung belegen und alle sachdienlichen Angaben machen.

Les utilisateurs privés ne peuvent exporter les précurseurs visés à l’art. 3, al. 2, let. b et c, que si les conditions suivantes sont réunies: a. ils les ont acquis légalement; b. ils ont saisi, avant l’exportation, les données suivantes dans le système d’information visé à l’art. 21: 1. leurs données d’identité, 2. les données relatives à l’autorisation d’acquisition ou à l’autorisation exceptionnelle, 3. les données relatives au précurseur, 4. les données relatives à l’exportation.

Sur demande de l’OFDF, ils doivent prouver qu’ils ont légalement acquis les précurseurs et qu’ils ont effectué la saisie, et fournir tous les renseignements pertinents.

Gli utilizzatori privati possono esportare precursori accessibili su autorizzazione secondo l’articolo 3 capoverso 2 lettera b o a cui è vietato l’accesso secondo l’articolo 3 capoverso 2 lettera c soltanto se: a. hanno acquistato i precursori legalmente; e b. prima dell’esportazione hanno registrato nel sistema d’informazione di cui all’articolo 21 le indicazioni seguenti: 1. le proprie generalità, 2. le indicazioni sull’autorizzazione di acquisto o sull’autorizzazione eccezionale, 3. le indicazioni sul precursore, 4. le indicazioni sull’esportazione.

Su richiesta dell’UDSC, devono dimostrare di aver acquistato legalmente i precursori e di aver effettuato la registrazione, nonché fornire tutte le informazioni utili.
