1. Das Recht zur Abgabe von Wasser über die Kantonsgrenze hinaus steht dem Kanton zu. Der Regierungsrat kann Gemeinden, öffentlich-rechtlichen oder privaten Unternehmen bewilligen, die Wasserabgabe an Stelle des Kantons vorzunehmen, nötigenfalls kann er sie dazu auch verpflichten. Er kann an die Ausfuhrbewilligungen Bedingungen knüpfen.
