§ 1 SBG · Regelungs- und Geltungsbereich
1. Dieses Gesetz regelt die Ausrichtung von Beiträgen durch den Kanton («Staatsbeiträge»). Vorbehalten bleiben eidgenössische oder interkantonale Regelungen.
2. Es gilt für den Kanton sowie für die Empfängerinnen und Empfänger von Staatsbeiträgen.
3. Es gilt nicht für Beiträge aus dem Swisslos-Fonds oder dem Swisslos-Sportfonds.
