1. Das Verfahren vor den Verwaltungs- und Verwaltungsjustizbehörden ist schriftlich, es sei denn, die Gesetzgebung schreibe etwas anderes vor oder die Behörde ordne eine Instruktionsverhandlung, eine mündliche Schlussverhandlung im Sinne von Artikel 6 Ziffer 1 der Konvention vom 4. November 1950 zum Schutze der Menschenrechte und Grundfreiheiten (EMRK)[8](#paragraphtext_content_fn_4497991_2_8_c) oder eine Urteilsberatung an.
