Cited as commentary references (though not legislative provisions, they are cited in the reasoning related to procedural points reviewed by the court, particularly concerning standing and formal requirements; however, based strictly on the extraction rule targeting 'legal provisions,' only legislative articles are typically extracted. Since these are cited throughout the reasoning sections that lead to the final orders, but do not appear in the final orders (1, 2, 3), they are excluded unless the rule implies citing all procedural framework cited internally. Sticking strictly to the rule: only legislative acts cited in the dispositive. None of these commentary citations appear in the dispositive (1-3).
