Art. 1 Gesetz über die Verwaltungsrechtspflege (VRPG)
1. Dieses Gesetz regelt das Verfahren vor den Verwaltungsbehörden und vor den Verwaltungsjustizbehörden im Kanton und in den Gemeinden.
2. Abweichendes Bundesrecht, insbesondere solches aus dem Gebiete der Sozialversicherung, und staatliche Abkommen bleiben vorbehalten.
