Supreme Court dismisses review application because the second-instance ruling does not match the specific type of decision required for review under ZIZ. The court rejected the review request because the second-instance decision did not fall under the specific category of rulings for which review is permitted under Article 10, Paragraph 1 of the Enforcement and Security Act (ZIZ). The applicant's request for review was inadmissible as the second-instance court's decision to reject the enforcement request did not constitute the specific type of final decision mandated by the law to trigger a review procedure. The court ruled that since the decision did not meet the statutory criteria for review, the application was properly dismissed. The legal principle established is that review applications must strictly adhere to the specific types of decisions enumerated in the relevant enforcement legislation. The court emphasized that procedural requirements for review are mandatory and cannot be bypassed by the parties.
