The High Court of Cassation and Justice dismissed the petitioner's request to transfer (change the jurisdiction of) the subject civil case, an order that is final and not subject to appeal. The dispute involved a procedural application for a change of venue for a pending civil case at a district court, which the petitioner subsequently withdrew in writing, although the withdrawal document was defective for omitting specific identification numbers, and the underlying civil case had already been resolved prior to the hearing. The court determined that the request did not meet the necessary legal conditions, particularly given the defect in the withdrawal documentation and the fact that the subject case was no longer pending, thereby ruling against the petitioner's attempt to alter the competent court.
