The Supreme Court dismissed the request for a preliminary ruling as inadmissible, leaving the lower court's pending case unresolved by this specific high-court order. The dispute involved a civil and administrative case where the court of appeal sought clarification on whether a 50% salary increase mandated by a 2023 Government Order, applicable to individual administrative acts issued from November 1, 2022, should be calculated based on the base salary in force at the time of the increase or specifically the base salary from December 2018. The decision relied on procedural standards, specifically citing Article 521(3) of the Civil Procedure Code, to justify the inadmissibility of the referral to the Plenary for resolving the legal question.
