The High Court of Cassation and Justice dismissed as inadmissible the reference question submitted by the Arad Tribunal concerning the interpretation of "net base salaries" under Emergency Government Order No. 8/2009 for vacation vouchers. The dispute centered on whether this term referred to the "base salary" defined in Article 7(1)(a) or the "monthly salary" defined in Article 7(1)(e) of Framework Law No. 153/2017 governing public sector remuneration. Relying on Article 521(3) of the Code of Civil Procedure, the Complete Court for the Resolution of Legal Issues refused to issue a preliminary ruling, leaving the lower court’s procedural status quo in force without establishing a binding interpretation of the statutory definitions.
