The High Court of Cassation and Justice dismissed as inadmissible the reference for a preliminary ruling submitted by the Ploiești Court of Appeal, meaning no final substantive decision was rendered on the merits and the lower court's proceedings remain unaffected. The dispute concerned whether specific statutory wage increases of 7.5% and 5% mandated by the Framework Law on public sector salaries are applicable to IT specialists employed by courts in Bucharest and county seats, given that their compensation had already been adjusted pursuant to emergency government decrees in the justice sector. The court’s decision was based strictly on procedural grounds, refusing to engage with the substantive interpretation of the conflicting wage regulations under the reference mechanism of the Code of Civil Procedure.
