The High Court of Cassation and Justice dismissed as inadmissible the joined referrals from the Bucharest Tribunal (Labor Conflicts and Social Insurance Section) seeking a preliminary ruling on whether, under a collective labor agreement, employees were entitled to 2021 annual bonuses and vacation vouchers; consequently, no principled resolution was issued, and the lower court cases continue under the existing legal framework. The dispute involved labor-law claims testing the interpretation of specific clauses of a 2018 collective bargaining agreement after the 2021 benefits were allegedly withheld. The court rejected the referrals under procedural rules governing preliminary rulings, finding that the conditions for admissibility were not met, without reaching the merits of the entitlement question.
