The High Court of Cassation and Justice of Romania partially admitted the connected referrals from the Vâlcea and Bucharest Courts of Appeal and resolved the legal conflict by establishing that, under Article 38(3) of Law No. 153/2017, gross basic salaries and classification allowances for the "Justice" budgetary occupational family, benchmarked against a sectoral reference value of 605.225 lei, must be increased by 25% from January 1, 2018, relative to December 2017 levels, provided the employees remained in the same conditions and the employer had not already granted the increase, while rejecting the remainder of the referrals as inadmissible; the decision serves as a mandatory binding interpretation for the labor and social insurance conflicts concerning the salary progression of public sector judicial personnel.
