The High Court of Cassation and Justice admitted the referral from the Court of Appeal and issued a preliminary ruling, holding that the remuneration of technical, economic, and socio-administrative staff in public hospitals fully funded from their own revenues and subordinate to or coordinated by the Ministry of Health is governed by Annex VII to Framework Law No. 153/2017 on the remuneration of personnel paid from public funds. This decision, which is binding under Article 521(3) of the Civil Procedure Code, resolved a dispute arising in a labor-law case over the applicable pay scale for such staff, concluding that the provisions of Article 2(1)(c) and Article 36(3) of the framework law direct these employees to the salary grid in Annex VII, rather than other annexes, thereby determining the uniform legal basis for their compensation.
