The High Court of Cassation and Justice dismissed as inadmissible the referral from the Suceava Tribunal (Civil Section I) seeking a preliminary ruling on whether the payment deadline under Article 1(2) of Government Emergency Ordinance No. 71/2009 (approving staggered payment of salary debts to budgetary-sector staff) refers to multiple successive individual deadlines (2012–2016) or a single unitary deadline (end of 2016). No substantive ruling was issued, so the prior proceeding remains pending in the referring court. The case concerned a request for a preliminary ruling on a point of law under Articles 519–521 of the Romanian Code of Civil Procedure. The High Court held that the referral was inadmissible, presumably because the condition for such a referral—that the question be necessary for resolving the case and present genuine difficulty—was not met; the referral was rejected without addressing the merits of the interpretive question.
