The High Court of Cassation and Justice dismissed as inadmissible the request for a preliminary ruling submitted by a Court of Appeal, meaning the initial lower court proceedings continue without the requested legal interpretation from the supreme court. The dispute concerned whether local council decisions delegating the management of public and private domain services, governed by specific government ordinances, fall within the statutory definition of "resolutions regarding assets" under local public administration law. The decisive legal issue involved the interpretation of Article 45(3) of the Local Public Administration Law regarding the scope of "asset-related resolutions" in the context of service delegation contracts.
