The High Court of Cassation and Justice dismissed as inadmissible the request for the resolution of a question of law submitted by the Bucharest Court of Appeal. The referred dispute, arising from an administrative and fiscal proceeding, concerned the interpretation of Article 5(1) of Emergency Government Ordinance No. 103/2013 regarding public sector salaries for 2014, specifically whether the statutory basis for remuneration should be applied exclusively to the base salary or also to specific compensatory payments resulting from the abrogation of prior laws. The Supreme Court did not rule on the merits of the legal question but rejected the procedural mechanism under Article 521(3) of the Code of Civil Procedure, thereby leaving the lower courts to interpret the norms without binding supreme guidance.
