The High Court of Cassation and Justice admitted a reference from the Court of Appeal and issued a binding interpretation, establishing that the specific provisions of Government Ordinance No. 27/1996 regarding salary facilitations for residents or workers in Apuseni Mountains and the Danube Delta Biosphere Reserve have been abrogated. The dispute concerned the applicable legal framework for salary benefits for police officers and civil personnel assigned to these specific regions, requiring clarification on whether the 1996 ordinance remained in force. The court determined that these provisions were repealed and replaced by Article 39 lit. y) of Framework Law No. 284/2010, mandating that the relevant benefits are now governed by Articles 25(1) and (2) of Annex VII to that framework law.
