The Supreme Court of Cassation and Justice (High Court) ordered the referral of a criminal complaint to the competent prosecution authority, effectively dismissing the direct filing with the court as procedurally improper. The dispute arose when a complainant filed a direct criminal complaint against multiple judges and prosecutors for alleged abuses of office, favoritism, intellectual forgery, and violation of res judicata, bypassing the standard procedure for initiating criminal proceedings. Relying on Article 222(7) of the Code of Criminal Procedure, the court held that criminal complaints filed directly with a judge rather than a prosecution organ must be transmitted to the competent public prosecutor's office, specifically the High Court Prosecutor's Office, for further processing.
