The High Court of Cassation and Justice declared the appellant's appeal null and void, upheld the lower court's rejection of the revision request based on new facts, and ordered the remaining revision request based on a change in legal situation to be separated and randomly reassigned. The case involved a civil procedure where the Court of Appeals had previously rejected a revision petition under the provision for new facts, separated the petition concerning a change in legal situation, and referred the latter to the High Court for jurisdictional reasons; the appellant subsequently filed an appeal against the referral decision without providing the legally required reasons or a separate memorandum. The Court applied the procedural rule that an appeal must contain specific reasons and their development under pain of nullity, finding the appeal defective for lack of motivation, and relied on the civil procedure code provisions governing the content of appeals and the specific grounds for revision.
