The Supreme Court of Romania (High Court of Cassation and Justice) ordered the annulment of the petitioner’s request for the transfer of case files, ruling without a right of appeal. The dispute concerned a procedural request to transfer a civil case from the Ploiești Court of Appeal to another court, where the respondent had already sought judgment in default after the original matter was reportedly resolved on April 23, 2013. The decisive legal basis was the failure of the petitioner to comply with the mandatory legal obligation to pay the judicial stamp tax and associated fees, leading to the application of the annulment provisions for unstamped petitions under Article 20 of Law No. 146/1997 and Government Emergency Ordinance No. 32/1995.
