The Tribunal da Relação de Lisboa ruled that a judgment regulating parental power must explicitly establish child support and payment methods, even if the custodial parent is not the obligor. The court held that the State is responsible for ensuring these payments when the obligated parent defaults and the child's income does not exceed the national minimum wage. This decision ensures financial protection for minors by mandating clear support provisions and state intervention in cases of parental non-compliance.
