The court dismissed the municipality's intervention as a principal defendant in a mandatory auto insurance liability case. The plaintiff sought damages from both the insurer and the city for injuries caused by a motor vehicle, arguing joint responsibility. The court ruled that under the relevant insurance decree, only the insurer is liable to third parties for damages up to the policy capital, excluding other civilly responsible parties from direct payment obligations.
