The Supreme Administrative Court dismissed the appeal against a municipal decision adjudicating a construction contract. The appellant argued for the application of a newer law that shortened the appeal period, claiming it was more favorable. The court rejected this, ruling that the new law did not apply because the old law's deadline was still being completed, and the original decision lacked sufficient legal reasoning.
