The Supreme Administrative Court dismissed the appellant's request to review the final judgment confirming the lower court's decision. The appellant sought to challenge the pre-contractual procedure because the adjudication was declared void due to a conflict of interest under Article 55(1)(b) of the Code of Civil Procedure. The court ruled that since all legal questions were already resolved correctly by the lower instances, no further review was warranted.
