The court dismissed the taxpayer's appeal regarding the municipal tax on vacant buildings. The authority argued that the tax exemption for properties purchased for resale expired because the buildings were not sold within the mandatory three-year period. Consequently, the court ruled that the tax liability became due and established a strict 90-day window for judicial challenge from the payment deadline.
