The Supreme Administrative Court rejected the contentious appeal filed by the applicants against two distinct acts. The applicants sought to challenge both a ministerial dispatch and an establishing order, arguing for cumulative review. The court held that since jurisdiction over one act rested with the Supreme Court and the other with a lower Circle Administrative Court, the appeal regarding the latter must be dismissed, though the former could proceed separately. This decision establishes that concurrent appeals are procedurally impossible when jurisdictional boundaries differ between the reviewing bodies.
