The Supreme Administrative Court dismissed the applicant's appeal against the refusal to approve a public works project. The applicant argued that the Municipal Plan Director (PDM) mandated the road's location, while the Government contended that national road planning remains a central authority competence. The court ruled that the PDM's inclusion of the road site constitutes merely a reservation of area, not a binding obligation for the Government to follow that specific trajectory.
