A concessão de alinhamento, que so respeita aos terrenos particulares, confinantes com os publicos, e não a estes, e obrigatoriamente precedida da apresentação e aprovação do projecto da edificação, reedificação ou qualquer obra a efectuar.

E ilegal a concessão por titulo gratuito do terreno destinado a alinhamento.

E ilicito ao presidente de uma camara municipal mandar passar certidão da acta de uma sessão da mesma camara.

O artigo 856 do Codigo Administrativo não legitima a alteração da decisão recorrida quanto a custas e multas judiciais.
