AI generated

The Supreme Administrative Court dismissed the appeal because the lower court failed to verify the prior expropriation resolution required by law. The appellant argued for the validity of the utility declaration, but the respondent maintained that the procedural prerequisite was unproven. The court ruled that as a court of review, it cannot ascertain undisputed facts and thus rejected the appeal for lack of evidence.
