The appellant challenged a conviction for construction without a permit, which included a demolition order, arguing the judgment failed to explicitly mention that the Prefect had submitted written observations or been heard, as required by the Urban Planning Code. The court upheld the decision, reasoning that the appellate court's statement that the representative of the Ministry of Equipment and Housing presented observations and requested demolition was sufficient to confirm procedural regularity, as this local representative was presumed to be acting as a delegate of the Prefect, whose delegation was not subject to any specific formal requirements.
