The decision ordering the expropriation of certain land parcels by the State was annulled because the lower court failed to ensure the mandatory minimum duration of the required parcel investigation was respected. The relevant decree stipulated that the investigation period could not be less than fifteen days, but the court noted that the official records indicated the investigation lasted from May 28 to June 11, 1971, which did not meet the minimum required duration of fifteen full twenty-four-hour periods, thus constituting a formal defect that required the cassation of the expropriation order.
