An order authorizing expropriation for public utility, granted to a mixed-economy urban development company for certain lands, was annulled because the lower court record failed to show that the mandatory parcel inquiry period, which must be between fifteen and thirty days, had been respected, constituting a formal defect that mandated the cassation of the decision and referral of the case to a different expropriation judge.
