The reviewing court found that a lower court's decision was void because the court's composition violated the regulation requiring that in the event of magistrate unavailability, the attorney called upon to complete the appellate court panel must be the most senior member present, whereas the challenged decision explicitly mentioned that the attorney serving did so based on designation by the Bar President. Consequently, the appellate decision was quashed and annulled, and the case was remanded to a different court of appeal for a new ruling.
