The court quashed and annulled an expropriation order because it failed to meet the formal requirements stipulated by the relevant decrees, specifically by declaring certain properties expropriated in accordance with a parcel plan and an owners' schedule without actually inserting those documents into the text of the order, thereby violating articles requiring the order to precisely designate each expropriated property and identify the expropriated parties according to existing legal provisions.
