The dispute concerned the division of voters into colleges for the election of personnel delegates at a refinery, where an administrative interpretation of a collective agreement suggested four colleges, but the lower court decided on two. The high court upheld the lower court's decision, reasoning that since no agreement among all relevant trade unions had been established regarding the four-college division, the court was justified in relying on the general legal rule mandating a two-college division, based on its sovereign interpretation of the facts presented.
