Julkiset terveydenhuoltopalvelut ovat ensisijaisia kansanterveystyön, kunnallisen erikoissairaanhoidon ja mielenterveystyön palvelujärjestelmiä. Terveydenhuoltomenoja toimeentulotuella korvattaessa yleensä edellytetään, että käytetään julkisia terveydenhuollon palveluja. Hakemukset toimeentulotuen myöntämisestä yksityisellä lääkäriasemalla annetusta psykoterapeuttisesta hoidosta aiheutuneisiin kustannuksiin voitiin hylätä.
