Kun otetaan huomioon julkisten terveydenhuoltopalvelujen ensisijaisuus kansanterveystyön ja erikoissairaanhoidon palvelujärjestelminä, on terveydenhuoltokuluja toimeentulotukena korvattaessa yleensä edellytettävä, että käytetään julkisia terveydenhuollon palveluja. Hakemus toimeentulotuen myöntämisestä yksityisellä lääkäriasemalla annetusta hammashoidosta aiheutuneen laskun omavastuuosuuteen ja myös siihen määrään, mitä saatu hoito olisi tullut terveyskeskuksen hammaslääkärillä maksamaan, voitiin hylätä.

Med hänsyn till att tjänsterna inom folkhälsovården och den specialiserade kommunala sjukvården primärt ordnas genom att offentliga hälsovårdstjänster tillhandahålls, skall vid ersättning av hälso- och sjukvårdskostnader med utkomststöd i allmänhet förutsättas att offentliga hälsovårdstjänster anlitas. En ansökan om utkomststöd kunde avslås i fråga om ett belopp motsvarande självriskandelen av en räkning för tandvård på en privat klinik, samt likaså i fråga om det belopp som vården skulle ha kostat hos en tandläkare på en hälsovårdscentral.
