Kaupunginhallitus oli päättänyt ottaa 100 000 markan pankkitakauksen teknillisen ammattioppilaitoksen autokoululupaa varten. Autokoulun pitäminen liittyy kiinteästi ammattioppilaitoksen toimintaan. Oppilaitoksen maksullisena palvelutoimintana antamalla opetuksella pyritään parantamaan oppilaitoksen taloudellisia toimintaedellytyksiä hoitaa tehtäväänsä. Pienimuotoista toimintaa harjoitetaan olemassa olevalla kalustolla oppilaitoksen opettajien toimesta. Kaupunginhallituksen ei katsottu ylittäneen toimivaltaansa ottaessaan mainitun takauksen autokoululupaa varten. Äänestys 4-4.
