Kunnan velvollisuudeksi säädettyä sairaankuljetusta koskeneessa tarjouskilpailussa sosiaali- ja terveyslautakunta oli päättänyt antaa sairaankuljetuksen järjestämisen halvimman tarjouksen tehneen kunnan oman palo- ja pelastustoimen järjestettäväksi. Kunnanhallitus, joka oli ottanut asian käsiteltäväkseen, pysytti voimassa lautakunnan päätöksen. Kunnanhallitus hylkäsi päätöksestään tehdyt oikaisuvaatimukset.
