Kaupunginhallitus oli päättänyt kaupungissa noudatettavista yleisistä liputuskäytännöistä ja toimintamallista, kuinka eri järjestöt voivat hakea nostolupaa kaupungin osoittamaan lipputankoon, sekä lisäksi päättänyt Pride-tapahtuman aikaan vuosittain järjestettävästä liputuksesta. Valittajat katsoivat hallinto-oikeudessa muun ohella kaupunginhallituksen päätöksen olleen kaupungin hyväksymien liputuskäytäntöjen vastainen ja yhdenvertaisuusperiaatteen vastainen.
