The Administrative Court of the Hameenlinna region ruled that a municipality must cover costs for a substance abuse treatment facility requested by a client, despite the absence of allocated funds in the budget. The court found that while the client does not have an absolute right to specific treatment forms, the municipality is obligated to provide necessary services. Consequently, the court ordered the municipality to pay for the treatment because sufficient evidence demonstrated the suitability of the requested facility for the client's condition.

Asia tutkittiin hallintovalituksena.
