The administrative court dismissed the applicant's appeal against a social assistance decision made by a Finnish Red Cross employee. The applicant argued the decision required review by the county court, but the court found the employee lacked the authority to make a legally reviewable administrative decision. Consequently, the decision was not subject to administrative court jurisdiction under the relevant statutes.
