The Administrative Court of the County of Hämeenlinna dismissed the applicant's appeal against a new driving skills assessment order. The applicant argued that a two-year driving ban alone was insufficient evidence to presume a loss of driving ability, noting no medical conditions were found. The court held that without specific medical findings or additional evidence, a driving ban duration cannot independently establish the loss of driving skills required for the assessment.
