Hakija oli saanut jatkuvaa toimeentulotukea vuodesta 1986

ansio- ja muiden tulojen puuttumisen vuoksi. Hän ei ollut

toistuvista kehotuksista huolimatta etsinyt työtä työvoimatoimiston

kautta tai muulla tavoin. Asiassa ei ollut esitetty

mitään selvitystä hakijan sosiaalisesta, psyykkisestä

tai fyysisestä työrajoitteisuudesta tai muista olosuhteista,

jotka olisivat rajoittaneet hänen mahdollisuuksiaan pitää

huolta omasta elatuksestaan. Lääninoikeus katsoi, ettei

hakija ollut oikeutettu saamaan enää elo-syyskuussa 1989

toimeentulotukea, koska asiassa ei ollut esitetty selvitystä
