The Administrative Court of Appeal dismissed the plaintiff's challenge regarding the classification of a supplementary budget allocation for library planning. The plaintiff argued that the 1986 allocation of 550,000 mk constituted a new appropriation distinct from the 1985 supplementary budget of 50,000 mk. The court rejected this claim by ruling that the allocation fell within the scope of the existing budgetary authority under Section 30, Paragraph 2 of the Aland Communal Law.
