The Administrative Court of Appeal dismissed the applicant's appeal regarding the enforcement of a building permit for a concrete station. The applicant argued the permit was valid, but the court found that under the Administrative Procedure Act, enforcement is strictly conditional upon the final legal force of a separate exception permit issued by the Aland Regional State Government. Consequently, the court ruled that the building permit could not be executed until the exception permit decision became legally binding.
