El Gobierno de la Nación plantea conflicto positivo de competencia en relación con la Orden de 15 de diciembre de 1988, por la que el Departamento de Agricultura, Ganadería y Pesca de la Generalidad de Cataluña fijó un período de veda para la modalidad

de pesca de cerco, en los distritos marítimos de Sant Carles de la Rápita, Tortosa y Tarragona.
