The Federal Administrative Court ordered the admission of the plaintiff's appeal on points of law, resulting in the plaintiff prevailing at this procedural stage, as the court determined the case possessed fundamental legal significance requiring clarification. The dispute concerns the calculation and compensation of excess work performed as on-call duty (Bereitschaftsdienst), which must be compensated by leisure time rather than monetary payment, specifically raising issues regarding how such obligations are handled when the service is performed abroad. The decision relies on § 132 Abs. 2 Nr. 1 VwGO for the legal basis to admit the appeal due to the general importance of the questions involved, while the provisional value in dispute is set according to § 63 Abs. 1 Satz 1 in conjunction with § 52 Abs. 1, 2, and 3 GKG.
