L'Assemblée fédérale de la Confédération suisse, vu le message du Conseil fédéral du 28 septembre 1981 l), arrête:

I La constitution fédérale est modifiée comme il suit:

Art. 27*' Abrogé

II Le présent arrêté est soumis au vote du peuple et des cantons.

Le Conseil fédéral fixe la date de l'entrée en vigueur.
